What is GAD?

Gender and Development or GAD primarily promotes women’s empowerment and ensure that their full participation becomes essential for society. It has been formed by the government to respond to the gender imbalances and inequalities existing in the country. GAD works to eradicate gender biases to fully release the potential of women so they can perform active roles in the development process. Overall, GAD is not only about women and their rights but also about men and women in sharing benefits and responsibilities.

About Us

Who is the Batangas State University

Batangas State University (BatStateU) is the Philippines’ National Engineering University (The NEU) by virtue of Republic Act No. 11694 enacted on April 11, 2022. Established in 1903, this Level IV state university is strategically located at the second largest economic region in the Philippines – CALABARZON, specifically in the Province of Batangas, which puts it at a prime position not only as a premier provider of higher and advanced learning, but also as a viable economic development zone. As the National Engineering University committed to develop leaders in the global knowledge economy, part of our purposeful mandate, BatStateU continuously provides world-class academic training to young Filipinos in all specialized areas, focusing on strengthening engineering programs through the development and offering of industry-driven and emerging engineering programs.

What Are Our Goals in Gender and Development

  • End Discrimination

    End all forms of discrimination against women and girls everywhere.

    Whether or not legal frameworks are in place to promote, enforce and monitor equality and non‑discrimination on the basis of sex.

  • Eliminate Violence to Women

    Eliminate all forms of violence against all women and girls in the public and private spheres, including trafficking and sexual and other types of exploitation.

    Proportion of ever-partnered women and girls aged 15 years and older subjected to physical, sexual or psychological violence by a current or former intimate partner in the previous 12 months, by form of violence and by age.

  • Recognition and Value

    Recognize and value unpaid care and domestic work through the provision of public services, infrastructure and social protection policies and the promotion of shared responsibility within the household and the family as nationally appropriate.

    Proportion of time spent on unpaid domestic and care work, by sex, age and location.

  • Participation to Decision Making

    Ensure women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic and public life.

    Proportion of seats held by women in national parliaments and local governments.

    Proportion of women in managerial positions

  • Access to Universal Rights

    Ensure universal access to sexual and reproductive health and reproductive rights as agreed in accordance with the Programme of Action of the International Conference on Population and Development and the Beijing Platform for Action and the outcome documents of their review conferences.

    Proportion of total agricultural population with ownership or secure rights over agricultural land, by sex; and (b) share of women among owners or rights-bearers of agricultural land, by type of tenure.

    Proportion of countries where the legal framework (including customary law) guarantees women’s equal rights to land ownership and/or control
